About Streamline Strategies
Located in the greater Sacramento region, Streamline Strategies is a boutique firm with the mission of improving operational efficiencies in State Government by connecting industry with state entities.
With several years performing business development and over three decades as a transformational leader in State Government, Jim worked on some of the State's largest modernization efforts. Most recently, Jim assisted Delegata as they successfully transitioned leadership and expanded their client base. Previously, as the Chief Financial Officer at Covered California, he assisted with implementation of the Affordable Care Act, ensuring a smooth transition from $1 billion in start-up federal funds to per member per month fees leading to a sustainable operational and financial model. As the Chief Administrative Officer at the State Controller's Office, Jim was a member of the FI$Cal Steering committee, leading efforts to modernize the State's budgeting, procurement, and accounting systems. Among other roles in State Government, Jim also spent a decade developing, administering, and enacting budgets for a number of State entities including the Department of Justice, Food and Agriculture, Department of Corrections and Rehabilitation, Health and Human Services, Natural Resources and Environmental Protection Programs.
With over three decades experience in various administrative and business development roles, he provides expertise in State procurement, budget, and technology matters.
Jim is also working with a group of former colleagues to consider improving the State's technology modernization planning and procurement practices for the State.
